Faculty of Law held All-Russian round table on the topic “Legal problems of protection of rights and freedoms of large, patronate and foster families and single mothers”

On 30 November 2020, the Faculty of Law of the Lobachevsky University held scientific and practical round table on the topic “Legal problems of protection of rights and freedoms to large, patronate and foster families and single mothers” in Zoom-conference format. The round table was organized in the framework of the Agreement on cooperation between the Faculty of Law of Lobachevsky University and Nizhny Novgorod regional department of Association of Lawyers of Russia.

The round table was opened and moderated by Candidate of Law, Associate Professor, Director of Nizhny Novgorod regional department of “Association of Lawyers of Russia” and member of Qualification board of Ministry of Economic Affairs of Nizhny Novgorod region, Konstantin Kargin. He is the head of the Project “free legal assistance and legal education for large, foster families and single mothers”, implemented at the expense of the Presidential grants Fund.

Deputy Dean for Research at the Faculty of Law of the Lobachevsky University, Candidate of Law Arina Fedyushkina addressed the participants of the round table with a welcoming speech. She wished everyone constructive and well-coordinated work.

Commissioner for human rights in the Nizhny Novgorod region Oksana Kislitsyna made a report on “the Specifics of human rights protection in the context of new coronavirus infection spreading”. She faced some problems of citizens, caused by pandemic. The Commissioner also stressed the importance of implementing the Project “free legal assistance and legal education for large, patronate and foster families and single mothers”.

Project Manager Konstantin Kargin made a report about the results of the Project and outlined some organizational and legal problems that the Project team members faced during its implementation.

Attorney of the Law Office No. 34, Eugene Tsyplenkov made a speech on the topic “Legal problems of the protection of rights and freedoms to large, patronate and foster families and single mothers in bankruptcy” and started a wide discussion, in which participated the General Director of  Raspravo LLC Alexander Volkov.

Project Lawyer, Deputy Chairman of the Nizhny Novgorod women’s crisis center Elena Prokhorova spoke about the legal problems of collecting alimony for minor children.

Project Coordinator, Senior Teacher of Department of Civil Law and Civil Procedure, the Head of the Legal Clinic of the Faculty of Law of Lobachevsky University, Oksana Yurgel said, you need to be cautious with attraction to the criminal liability of parents for failure to pay child support.

In the speech of the Project Lawyer Albina Volkova on the topic “Legal nihilism and legal problems in the absence of free legal assistance to the population”, based on the analysis of their own legal practice, it was shown what violations of human and civil rights and freedoms occur on the part of representatives of state authorities and municipal organs.

The head of contract support at Huawei tech Company LLC, Denis Surodin made a report on the protection of the rights of large families in the execution of retail sales contracts, including the remote method of selling goods. He focused on the main legal problems that currently occur in the remote sale of goods to consumers.

leading lawyer of Ruspravo LLC, Project lawyer Yulia Volkova spoke about the current problems of paying utility bills by foster parents. Associate Professor of the Department of Civil Law and Civil Procedure of the Faculty of Law of the Lobachevsky University, Yulia Prisyazhnyuk made a report on “Peculiarities of realization of housing rights of children left without parental care”.

The scientific and practical round table was attended by representatives of the office of the Commissioner for human rights in the Nizhny Novgorod region, management, teachers, undergraduates, students of the Lobachevsky University, the Nizhny Novgorod Institute of Management –   a branch of the Ranepa, representatives of the legal community of the Nizhny Novgorod region, members of the Nizhny Novgorod regional branch of the Russian bar Association. The materials of the scientific and practical round table are planned to be published in the Russian legal journal.

A total of 88 representatives of the legal community took part in the event. In General, it should be noted that the event was held in a working atmosphere. They noted the importance of implementing socially significant projects and the need to expand them.
